The overall purpose for this assignment is to develop mobile based monitoring data processing application with Web based project monitoring and reporting platform for 52 project unions in 14 Upazila under 14 districts.

Project Name: Enhancing adaptive capacities of coastal communities, especially women, to cope with climate change induced salinity.

They survey will be conducted in 39 Unions of Bangladesh in 2 Districts Namely Khulna and Satkhira.

The duration of this agreement will last from April 18, 2019 to June 20, 2019.

The assignment has been designed to conduct a baseline study under ‘Enhancing adaptive capacities of coastal communities, especially women, to cope with climate change induced salinity’ project as part of UNDP’s decentralized evaluation process. The project baseline study will be undertaken prior to the implementation of large project interventions to serve as a starting point of reference for measuring progress, achievements and success of the project. This would provide a sound basis for assessing the project’s progress and achievements by comparing the ‘before-after’ scenario. Furthermore, the baseline study will provide a situation analysis of existing scenario of the project that would assist the project management to determine the priorities accordingly for revising the operational plan, in case of necessity. The project seeks expertise in qualitative and quantitative data collection and analysis techniques to develop the baseline design, and implement the baseline survey.
To complete the baseline survey and report, the assignment requires the engagement of a WASH expert, Climate resilient livelihood Expert, Statistician and ICT Expert, which will be appointed by Practical Action Consulting in consultation with UNDP. Population Crisis Control & Mass Education Committee (PCC & MEC) will be engaged by Practical Action Consulting to facilitate and effectively complete the data collection process in the field, supervise the enumerators and ensure quality data management.
