In order to achieve the desired output of the whole program there was an urgent need to work in close connection with project implementing authority. Monitoring is the most effective tool to determine and ascertain the quality of performance of any program and to help the project/program keeps in right track. Through monitoring quality of performance, achievement of the target, working environment, constraints, efficiency of staff, quality etc. are generally determined and the system also help in future course of action achieve the project objectives and goal in due time using allocated resources. Keeping the importance in the mind, PCC & MEC always stresses upon participatory monitoring through intensive visit in the project sites / areas.
The monitoring and evaluation system of PCC & MEC depends on the nature of the project and its underlying activities. Basic principal of PCC & MEC regarding Monitoring and Evaluation is to form a monitoring team consisting of 3 members (Director, External monitor and Project head) for external monitoring. The project implemented by PCC & MEC, is monitored regularly at three levels: operational, technical and stakeholder levels. For internal monitoring a three-member (Project Head, Coordinator Monitoring & Evaluation, Monitoring Officer) monitoring team at Head Office level is responsible to monitor the project activities on regular basis. They will develop monitoring tools and plan of monitoring of different project activities. As per plan they will make field visit on regular basis to monitor the project activities and provide feedback to concerned management of the project including Chief Executive of the Partner NGOs. The team also organizes training for the project personnel Partner Organization time to time so that they will also monitor their activities. Team will ensure participatory monitoring by involving different stockholders. For successful implementation of any program monitoring and intensive supervisions are the main tools to assess the progress, quality of performance and identify the constraints. In order to maintain the quality of performances PCC & MEC always stresses upon monitoring and supervision of program and these are conducted by its highly experienced personnel as routine work.
